China is intensifying its tax enforcement around offshore trusts and investments amid a drop in government finances due to falling land-related revenue. This move follows the issuance of detailed rules covering offshore trusts by the Ministry of Finance and State Taxation Administration, where Chinese tax residents could face a 20% tax on taxable gains transferred to offshore trusts. The ongoing regulation aims to not only boost much-needed state revenue but also to curb capital flight and restrain wealth from shifting offshore.
