Illinois Creates Fresh Routes Into the CPA Profession

Governor JB Pritzker’s signature on House Bill 2459 wasn’t just ink on paper, it was a shot heard around the accounting world. Starting January 1, 2027, Illinois will roll out two fresh pathways to CPA licensure alongside the traditional 150-hour model. Future CPAs can now qualify with: A bachelor’s in accounting + two years of work experience, or A master’s in accounting + one year of work experience. The CPA exam still holds the crown jewel spot, no exceptions there, but the way candidates walk toward that exam just got a whole lot more flexible. For a profession wrestling with declining enrollment, shrinking CPA exam candidate pools, and firms hustling to fill entry-level seats, this law is a turning point.

When the Whole Room Says “Yes,”

It’s not every day Democrats and Republicans agree on much of anything. Yet HB 2459 sailed unanimously through both chambers of the Illinois legislature. That kind of unity? Hotter than wings on Hot Ones. This wasn’t an overnight win. The Illinois CPA Society (ICPAS) spent more than a year shaping the bill, teaming up with the Illinois Board of Examiners and the Department of Financial and Professional Regulation to make sure the state’s framework could evolve without watering down the CPA brand. ICPAS President and CEO Geoffrey Brown called it “a big victory for the profession in our state”, one that protects businesses, nonprofits, and governments while building a broader pipeline of talent. Another underrated gem: the law safeguards CPA mobility. If you’re licensed in another state with substantially equivalent standards, you can still practice in Illinois. No red tape, no hoops.

It’s a Smarter Route

Let’s bust a myth: fewer classroom hours ≠ lower standards. Illinois’ new pathways keep the exam rigor intact but lower barriers that have priced out or pushed out potential CPAs. Think about it: not every student can afford the extra year of tuition to rack up 150 credits. Not everyone can delay earning a paycheck. By giving credit for real-world experience, Illinois is saying what many already know, what you learn in the trenches with clients can be just as valuable as a lecture hall. This change cracks open doors for career switchers, working parents, and students hungry to start early. And for firms facing staffing crunches? It’s like finally spotting water in the desert.

Illinois Joins a National Wave of Change

Illinois isn’t riding solo here. It’s part of a broader movement. Ohio lit the fuse first, and since then, Minnesota, South Carolina, Oregon, Pennsylvania, New York, Virginia, Indiana, Iowa, and a dozen others have stepped up with their own bills. What makes Illinois stand out is the combo of bipartisan backing, mobility protections, and a firm go-live date in 2027. This isn’t a pilot program or a half-step, it’s a full-on commitment. Expect boards, universities, and accounting firms across the U.S. to keep one eye on Chicago as they rethink how to define professional readiness. Instead of measuring only classroom hours, states are starting to value learning under pressure, with clients, and on the job. That shift could redefine the very DNA of the CPA pipeline.

The Stakes Just Got Real

If you’re already a practicing CPA in Illinois, this law isn’t just about students, it’s about your future workforce. Within a few years, you’ll be mentoring colleagues who took different paths into the profession. Many will have richer early work experience, having logged one to two years in the trenches before licensure. For firms, this means more diverse entry points for talent, a stronger candidate pool, and fresh perspectives from those who might have otherwise walked away due to cost or time barriers. For educators and mentors, it’s a call to adapt guidance and training to align with multiple licensure paths.
