Government entities globally are consistently shifting from cash-based to accrual-based accounting, with approximately 56% of jurisdictions projected to report on an accrual basis by 2030, according to the International Public Sector Financial Accountability (IPFA) Index 2025 released by IFAC and CIPFA. This move towards accrual accounting aims to improve transparency, increase accountability, and enhance budgeting and future planning, providing a reliable foundation for the implementation of the International Public Sector Accounting Standards (IPSAS).
