CPA Quebec CPD Requirements Overview

CPD Requirements120 hours over a period of Sept 1, 2025 – Aug 31, 2028, with 25 hours each year.

Subject Area Restriction
  • Holder of a public accounting permit: A minimum of 15 annual hours and 60 triennial hours of structured training in public accounting are required, with a maximum of 15 hours of self-study. 
  • Not holding a public accounting permit: A maximum of 15 hours of self-study can be declared annually, with a maximum of 45 hours of self-study allowed over a period of Sept 1, 2025 – Aug 31, 2028.
  • Note: Self-study activities are not eligible to meet the Public Accountancy CPD requirement in Quebec. Please verify your CPD planning with the Order if you practice public accountancy.

Important Update:

Until August 31, 2025, CPA Québec members followed a rolling three-year CPD cycle. That system ends on this date, and all members will automatically move into a fixed three-year cycle starting September 1, 2025. The first cycle runs Sept 1, 2025 – Aug 31, 2028 and includes 4 hours of structured ethics. No excess hours from before Aug 31, 2025 can be carried forward.

Simplifying Regulations for 2026

CPD RequirementThe Quebec CPAs are required to complete 120 hours over a period of Sept 1, 2025 – Aug 31, 2028, with 25 hours each year.
Initial CPD HoursNew CPA Quebec members must complete 2 hours of training in the specified fields for each full or partial month remaining in the reference year if registered more than one month after the year begins, unless exempt under Section V. They must also complete a minimum of 15 hours of training annually during the reference period, if applicable. 
Ethics RequirementFour (4) hours of structured training in professional ethics over a period of Sept 1, 2025 – Aug 31, 2028.

Learning Modes
  • Members holding a public accounting permit: 100% of CPD can be completed through self-study. 
  • Member not holding a public accounting permit: Max. 45 hours of self-study every three years, i.e. 15 hours every year.
  • Note: Self-study activities are not eligible to meet the Public Accountancy CPD requirement in Quebec. Please verify your CPD planning with the Order if you practice public accountancy.
Eligible Learning ActivitiesIncludes both structured training activities and self-learning activities. A structured training activity has specific learning objectives and follows an established training plan. A self-learning activity is an unstructured activity that allows individuals to acquire new knowledge. 
Note: Self-study activities are not eligible to meet the Public Accountancy CPD requirement in Quebec. Please verify your CPD planning with the Order if you practice public accountancy.
CPD Deadline
CPD credits must be completed by August 31 annually.

Permit Renewal
Renew your CPA permit by March 15 annually. Failure to renew by this date may result in suspension, limitation of professional rights, or removal from the Order's register, and for public accountancy permit holders, it may lead to suspension or revocation of the permit. A $175 fee is imposed on members who do not meet the minimum hours or fail to declare them by the September 30 deadline. 
Carry Forward
No carry-forward of credits allowed.
Record Retention
Maintain records of completed CPD credits for four years, or 12 months after the period of Sept 1, 2025 – Aug 31, 2028.

Yes, members holding a public accounting permit can complete all of their CPD hours through self-study. However, for members not holding a public accounting permit, a maximum of 45 hours of self-study can be declared over a three-year period, with no more than 15 hours allowed annually.  

CPA Quebec allows both structured and self-learning activities. Structured activities have specific learning objectives and follow an established plan, while self-learning activities are unstructured and involve acquiring new knowledge through various means, such as reading, on-the-job learning, or watching educational content.  

Note: Self-study activities are not eligible to meet the Public Accountancy CPD requirement in Quebec. Please verify your CPD planning with the Order if you practice public accountancy.
