IRS Statement Regarding Mailing of Balance Due Notices in California

The Internal Revenue Service (IRS) would like to provide assurance to taxpayers in California that they are eligible for an automatic extension to file and pay their taxes until a later date this year, if they fall under the disaster declarations in the state. It has come to our attention that certain taxpayers have been receiving IRS Notice CP14, which is sent out as a legal obligation to individuals with outstanding balances. However, it is important to note that most California taxpayers covered by the disaster declaration have an extended deadline for payment, contrary to the 21-day period mentioned in the notice.

In order to avoid confusion, the letters being sent out contain an additional document stating that the payment date specified in the letter does not apply to those who are covered by a disaster declaration, and the original disaster dates still remain in effect. The IRS deeply regrets any confusion that may have arisen from this situation and assures taxpayers and tax professionals that we are actively reviewing the matter. Taxpayers who receive these letters are not required to contact the IRS or their tax professional.

In the evolving and ever-changing tax landscape, federal and state tax laws change very frequently. Therefore, CRTP should actively monitor all legislation and regulations.

Modern technology has taken its place in the business industry, and CRTPs must stay updated with the new tools and technologies to work precisely.

The state of California frequently introduces new changes to state and local tax laws. Changes in local tax ordinances, new property tax rulings, gift tax, and estate tax to stay updated about the SALT and provide adequate strategies to minimize tax liabilities.

Utilize new automation tools, tax software, and data analytical tools to streamline the process, improve efficiency, reduce errors, and provide valuable insight.

Specialization is a prominent need of the hour for every professional to develop a niche as per clients' demands. Whether it be individual tax, business tax, or financial planning, clients look for niche professionals for their wealth management.

Frequently Asked Questions

A CRTP must complete 20 hours of CE by October 31st every year from a CTEC-approved provider. The hours break down as follows:

  • 10 hours of federal tax law
  • 5 hours of California state tax law
  • 3 hours of federal tax law updates
  • 2 hours of ethics

MYCPE ONE (CTEC Approval ID: 6273) offers courses in all four subject areas.

The CTEC renewal deadline is October 31 each year, and renewal opens on August 1. By that date you need to:

  • Finish your 20 CE hours
  • Confirm your PTIN and $5,000 tax preparer bond are current
  • Submit your renewal and standard fee of $100 through your CTEC account.

Your registration becomes inactive, and you cannot prepare tax returns for a fee until you renew. CTEC allows late renewal from November 1 through January 15. Paying the $100 application fee plus the $2 processing fee.

If you miss January 15, your registration lapses. You would then have to retake the 60-hour qualifying education course and register again as a new CRTP.

Yes. As a CTEC-approved provider, MYCPE ONE reports your completed hours to CTEC electronically. Providers have up to 10 days after course completion to report, so add your CTEC ID to your MYCPE ONE profile and finish your hours early.

Reporting your hours does not renew your registration. You still need to log in to CTEC and complete the renewal yourself.

New CRTPs must complete a 60-hour qualifying education course: 45 hours of federal tax law and 15 hours of California tax law. In addition, you need to:

  • Obtain a PTIN
  • Purchase a $5,000 tax preparer bond
  • Register with CTEC

After registration, your 20-hour annual CE requirement applies from the next October 31 deadline.

Generally, no. Active CRTPs who complete their 20 CE hours and renew with CTEC by October 31 are usually exempt from the IRS Annual Federal Tax Refresher (AFTR) requirement. They can then qualify for the IRS Annual Filing Season Program (AFSP) Record of Completion.

If you renew late, the IRS may not recognize your exemption right away.

Yes. The CTEC cycle runs from November 1 to October 31, so hours earned on or after November 1 count toward the next renewal. The only exception is hours you already used for a late renewal of the prior cycle.

Anyone who prepares tax returns for a fee in California must register with CTEC as a CRTP, unless they are exempt. The following professionals are exempt:

  • CPAs
  • California-licensed attorneys
  • Enrolled Agents (EAs)
  • Certain employees of banks and other financial institutions

Exempt professionals follow their own licensing body’s CE rules instead of CTEC’s.
