One presenter, Farhan, did a much better job; he recognized not all organizations can afford some things the other guy said were needed. There was no specific relevance made to nonprofits limited by government funding (we cannot simple increase salaries) or to the responsibilities of direct supervisors. I experienced this as anti-HR (not from Farhan). Cookie cutter and not helpful for my world.
