What is an Enrolled Agent (EA) ?

  • An Enrolled Agent is a tax expert and it is the highest credential in the tax industry, awarded by the IRS.
  • An Enrolled Agent is the only federally licensed tax practitioner specializing in all areas of taxation.
  • An Enrolled Agent has unlimited rights to represent taxpayers before the IRS for any issues relating to collections, audits, or tax appeals.
  • Enrolled Agents (EA) are the only tax professionals who do not require a state license.
  • However, they have a federal license and can represent a taxpayer in any state. They must abide by the specifications of the Treasury Department's Circular 230, which provides the guidelines governing Enrolled Agents (EA).

  • An Enrolled Agent (EA) is a tax expert with unlimited rights before the IRS. That means you don’t need to turn down any chance to make money by supplying tax services. Instead, you can complete more complicated tax returns, which means you can increase your earning potential.

How to become an Enrolled Agent?

  • The IRS has four Enrolled Agent requirements that you’ll need to complete to become an Enrolled Agent (EA):
    1. Obtain a PTIN
    2. Schedule and pass all three parts of the Special Enrollment Exam (SEE - Enrolled Agent (EA) Exam) within two years.
    3. Apply for Enrollment using Form 23.
    4. Pass a suitability check, which includes tax compliance and criminal background check.
  • Exam Exemption: Certain former IRS employees can become an Enrolled Agent without taking the Special Enrollment Examination(SEE) by virtue of past experience with the IRS. In general, the experience must include at least five years in one of these taxpayer-facing field positions: appeals officer, special agent, revenue officer, revenue agent, tax specialist, tax law specialist, or settlement officer. Three of the five qualifying years must have occurred within the last five years prior to separation from the IRS.

Exam Structure

  • The IRS Enrolled Agent (EA) Exam is a comprehensive three-part test that tax preparers must pass in order to become an IRS Enrolled Agent. The sections of each exam are taken separately on different dates. If a candidate passes one part of the exam, that score is carried over for up to two years. After two years, that score no longer carries over, and the candidate must retake that section.
  • Each part of the Enrolled Agent exam contains 100 multiple-choice questions (MCQs). These 100 MCQs include 85 scored questions and 15 experimental questions. So between the three Enrolled Agent (EA) Exam parts, you’ll have to answer 300 questions.
  • Questions are in three possible formats:
    1. Direct question
    2. Incomplete sentence
    3. All of the following except
  • All three types of questions are in MCQ format, with four possible answers for each question. There are no true-false questions applicable.
  • The total testing time for each Enrolled Agent exam part is 3.5 hours. However, your total time at the Prometric testing center will be 4 hours, as your appointment includes 30 minutes for a pre-exam tutorial and a post-exam customer satisfaction survey. Moreover, you should arrive at the testing center at least 30 minutes before your scheduled appointment time.
  • An on-screen timer shows the time you have remaining for the exam. The Enrolled Agent (EA) Exam does not include any breaks, though. Nevertheless, you may leave the testing room to drink water or use the restroom, but the exam timer will not stop.

License and Renewal

  • Enrolled Agents (EA) need to renew their PTIN with the IRS every year. The renewal window runs from mid-October to December 31. You can renew your PTIN either online or by mail.
  • Enrolled Agents (EA) also need to keep up with the Continuing Education Requirements. The IRS sets three-year Renewal Cycles based on the last digit of your SSN. The IRS Enrolled Agent (EA) Exam is a comprehensive three-part test that tax preparers must pass to become Enrolled Agents (EA). After Tax-Preparers pass all 3 parts of the exam and complete the other requirements, they will be able to attain Enrolled Agent (EA) designation. It allows Enrolled Agents (EA) to practice before the IRS and showcase their Tax Expertise.

Special Enrollment Exam (SEE - Enrolled Agent (EA) Exam) consists of three parts:

  • Individuals
  • Businesses
  • Representation, practices & procedures

Each exam part may be taken 4 times per testing window, which runs from May 1 to the end of February.

The test is offered from May 1 to the end of February of the following year. The test is not offered during the annual blackout period in March and April. During this time the test is updated with the most recent tax law.

Generally, all three parts should be completed within 2 years from the date of completion of the first exam.

Scaled scores are determined by calculating the number of questions answered correctly and converting it to a scale that ranges from 40 to 130. The IRS has set the scaled passing score at 105. Failing candidates are provided a scaled score value so that they may see how close they are to be successful.

PTIN stands for the Preparer tax identification number. All paid preparers must enter this PTIN on all tax returns they prepare. It can be applied for at any time during the year and should be renewed by December 31st of every year.
