Waste is the act of using or expending resources carelessly, extravagantly, or for no purpose. Importantly, waste can include activities that do not include abuse and do not necessarily involve a violation of the law. Rather, waste relates primarily to mismanagement, inappropriate actions, and inadequate oversight.
Government auditing standards require auditors to consider the possibility of waste in a government entity when conducting a government audit. This must be considered in all phases of the audit, including planning and testing.
Because the determination of waste is subjective, auditors are not required to perform specific procedures to detect waste in examinations. However, auditors may consider whether and how to communicate such matters if they become aware of them.
Auditors may also discover that waste is indicative of fraud or noncompliance with provisions of laws, regulations, contracts, and grant agreements.
