The Fair Labor Standards Act is the granddaddy of all payroll laws. Enacted in 1938, it provides basic protections from abuses like failure to pay a minimum wage and overtime pay. Then there are the child labor laws, the Walsh-Healey Act, etc. More recently we were introduced to the ‘Americans With Disabilities Act (ADA) and the Family and Medical Leave Act. Next came the Affordable Care Act. Recently the DOL revised the definitions of salaried exempt workers. And the laws keep changing.
