About Instructor

Neely D. Duncan

Partner, Forvis

A member of FORVIS National Nonprofit Advisory Services Practice and Center of Excellence. Neely has more than 20 years of audit and advisory experience in public accounting. Her expertise includes financial statement audits, Single Audits, grants management, assessments and compliance, outsourced accounting functions, standards implementation, internal audit procedures, strategic planning, and tax-exempt matters for a  wide range of nonprofit entities. Neely also performs forensic work related to various cases for technical matters for nonprofits.

In addition to handling the accounting, consulting, and audit needs of her clients, she advises clients on operational efficiencies, internal controls, and governance issues and routinely shares best practices with clients gained from working with a variety of organizations. She is a highly sought national speaker on technical matters in the accounting community. Neely also served in the United States Navy for four years. 

Neely is a member of the American Institute of CPAs, Texas Society of Certified Public Accountants, where she serves as a board member, TXCPA -Dallas, where she serves as a board member and the Association of  Certified Fraud Examiners, Inc. She holds the Certified Fraud Examiner (CFE) designation. 

She has been involved with many other professional associations, including Dallas Social Venture Partners,  Finance Chair, Arthritis Foundation, Dallas Heroes Project, and Great Girls Network. Neely is a 2000 magna cum laude graduate of Old Dominion University, Norfolk, Virginia, with a bachelor’s degree in accounting.

Lucinda Vigil

Managing Advisor, Forvis

A member of FORVIS’ San Antonio Nonprofit Advisory Services team, Lucinda has more than eight years of financial and grants administration experience with educational and governmental entities.

She has experience in providing clients with a wide range of grant administration services, grant management,  compliance, review of time and effort, strategic planning, and program closeout. 

In addition to handling grant administration and program management for her clients, Lucinda advises them on operational efficiencies, interpreting guidance from various federal and state agencies, and establishing systems that help ensure compliance. She also has experience with tax preparation, internal audit, and accounting for private industries. 

She is a graduate of Texas State University, San Marcos, with a B.B.A. degree in accounting and an M.B.A.  degree.

Angela K. Dunlap

Angie is a member of the Public Sector Practice and the Higher Education Practice at FORVIS, with more than 30 years of auditing experience. She is the Houston office industry leader and a member of the firm’s Public  Sector Center of Excellence. She regularly provides financial statement audit services to a variety of government, higher education, and nonprofit organizations. She has a detailed understanding of the requirements associated with governmental accounting, Single Audits, retirement plans, and NCAA agreed-upon procedures. She is responsible for overseeing the delivery of efficient and effective audits, assisting clients with audit and financial reporting issues, and assisting clients with internal control and process improvement projects. 

She has been a speaker at the Government Finance Officers Association of Texas (GFOAT) and American  Institute of CPAs (AICPA) annual industry conferences, as well as nonprofit and governmental accounting conferences sponsored by state CPA societies. She has led training sessions on governmental topics for clients and other organizations. 

Angie’s professional affiliations include membership in the Government Finance Officers Association, GFOAT,  AICPA, and TXCPA. She is the chair of TXCPA’s Governmental Accounting and Single Audit Conference  Committee. 

She is a graduate of Baylor University, Waco, Texas, with a B.B.A. degree in accounting, and a graduate of the University of Dallas, Texas, with an M.B.A. degree.
