Virtual Fraud Symposium

The 2023 Virtual Fraud Symposium promises to be our best event to date. The Hartman Firm, LLC and the Behavioral Forensics Group, LLC are the annual sponsors of this event. We are also partnering with various local Chapters of the Association of Certified Fraud Examiners.

We will kick off the conference with experts from the Behavioral Forensics Group. They will provide a fascinating discussion on why understanding human behavior provides the underpinnings for addressing all facets of fraud. The Keynote Speaker for the Symposium is the FBI’s Section Chief of the Financial Crimes Section from FBIHQ.

We have the City of Atlanta’s Inspector General describing the challenges an IG of a major city faces. We will hear from a partner with PwC speak on forensic investigations. An FBI Cyber agent will describe the cyber fraud threat picture. We have an interesting presentation on investigator bias in forensic investigations. There will also be a case presentation on the investigation and prosecution of celebrities Todd & Julie Chrisley the stars of the TV series, Chrisley Knows Best.

The Fraud Threat Picture–A View from the FBI

In this CPE Fraud session, FBI Section Chief James C. Barnacle explains the fraud threat picture in the United States and what the FBI is doing to combat these issues. Mr. Barnacle is responsible for understanding fraud and white-collar crime threats and marshaling the FBI's resources to investigate and prosecute. Vic Hartman is the Principal of The Hartman Firm, LLC, and a member of the Behavioral Forensics Group, LLC. He is a veteran FBI Special Agent of 25 years, an attorney, CPA, author, professor, and practitioner. Vic specializes in internal investigations, forensic accounting, and fraud mitigation consulting.

Vic is active in the forensic accounting and fraud examination community. He teaches a master’s-level forensic accounting course at Georgia State University. He is the author of the book, The Honest Truth About Fraud which he uses in the classroom, webinars, and workshops where he speaks.

He is also the editor of the Fraud Column in New Perspectives, the professional journal of the Association of Healthcare Internal Auditors, and is on the editorial advisory board of the Journal of Forensic and Investigative Accounting.

Vic is a graduate of Emory University’s School of Law. His credentials include being Certified in Financial Forensics by the AICPA and a Certified Fraud Examiner by the ACFE. He is a member of the Society of Former Special Agents of the FBI, and he previously served on the Board of Crime Stoppers Greater Atlanta. Vic is a past Board member of the Atlanta Governing Board of the Office of Inspector General. He is a past two-term President of the Georgia Chapter of the Association of Certified Fraud Examiners (ACFE).

Dr. Sri Ramamoorti is a thought leader and expert on corporate governance and behavioral forensics. A seasoned professional with over 35 years of experience in forensic accounting, auditing, and academia, in India, the Middle East and the USA. He is currently an Associate Professor of Accounting and Sustainability Scholar at the University of Dayton in Ohio. Previously, he was a Director of the Corporate Governance Center, and an Associate Professor of Accounting at Kennesaw State University (KSU) in Kennesaw, Georgia. He is the Managing Principal & CEO of The Behavioral Forensics Group, LLC, that focuses on the "psychology of fraud" across the fraud life cycle, as well as a Principal and Managing Director of Quetzal GRC LLC, a risk advisory and governance consulting firm.

Dr. Ramamoorti obtained a Bachelors degree in Commerce and Diploma in Mathematics and Statistics from Bombay University, and the Masters (Accounting) and PhD (Quantitative Psychology) degrees from The Ohio State University in Columbus, Ohio. Immediately after finishing his PhD, he joined the accountancy faculty of the University of Illinois at Urbana-Champaign. Subsequently, he was a principal with Andersen Worldwide, National Sarbanes-Oxley Advisor for EY, a corporate governance partner with Grant Thornton LLP, and briefly led the governance, risk, and compliance (GRC) practice for Infogix, Inc. He has published over 60 research papers and professional articles, as well as 15 books and monographs. In 2013, he co-authored the Wiley-published book, "A.B.C.'s of Behavioral Forensics: Applying Psychology to Financial Fraud Prevention and Detection" that has been presented to the FBI Academy.

Active in the profession, he is a Board member of Truth in Accounting, the National Board of Directors of Financial Executives International (FEI), and an Advisor to the Litigation Forensics Board of NACVA. He has been a Trustee of the FEI and IIA Research Foundations, and a Board member of Ascend. He chairs the Professional Advisory Board of HARDI sponsored by the University of Hawaii at Manoa. He completed a 3-year term on the prestigious Standing Advisory Group of the Public Company Accounting Oversight Board from 2014-2016. A prolific speaker, he has participated as a speaker/panelist at Conferences and Symposia in 16 countries.

David Evan "Daven" Morrison MD is a fraud prevention consultant, educator, and writer. He is a member of Behavioral Forensics Group™LLC, bringing expertise in psychiatry and leadership to the emerging field of behavioral forensics. He has presented the psychology of fraud to private industry and to local, state, and national government groups. Consulting with Arthur Andersen, he designed a program on the emotions of performance appraisals when Andersen failed. For this and other consultations, Dr. Morrison was recruited as a subject matter expert by the Institute for Fraud Prevention in 2008. With two B4G™ colleagues, Dr. Koletar and Dr. Ramamoorti, he co-authored a white paper "Bringing Freud to Fraud" which has been expanded into a prize-winning book, A.B.C.’s of Behavioral Forensics (Wiley). He is also a regular contributor to the B4G™ blog, bringingfreudtofraud.com. 

Dr. Morrison's organizational psychiatry practice concentrates on leadership and executive functioning using a refined process of individual and senior management team consultation within multiple levels of management and corporate structures. Since 1976, Morrison Associates, Ltd. has assessed more than 2,500 leaders. The firm has consulted Abbott, Accenture, AT&T, Arthur Andersen, Bank of America, BP, Chicago Tribune, Conseco, Elizabeth Arden, Exxon, EY, Illinois Tool Works (ITW), Johnson & Higgins, Loyola University Medical Center, Motorola, Northern Trust Bank, Unilever, and others. Experiences with these organizations resulted in the creation of various educational programs. The work at Morrison Associates has led to white papers and programs on the judgment of leaders, and accounting partners who put the firm at risk, and stress. These programs are used at Northwestern's Kellogg School of Management and elsewhere. 

Daven is an active member of the following professional groups: the Academy of Organizational and Occupational Psychiatry (AOOP), where he has been a past President; the Group for the Advancement of Psychiatry (GAP)–Committee on Work & Organizations, Psychiatric Dysfunction in the Workplace (Oxford); Institute for Fraud Prevention (IFP); Tomkins Institute of Applied Studies of Motivation, Emotion, and Cognition. He is a Clinical Assistant Professor of Psychiatry at Rosalind Franklin University’s Chicago School of Medicine and obtained an undergraduate degree from Northwestern University in Spanish Literature (Iberian).

Natalie Lewis is a Senior Vice President in the Forensic Accounting and Economics practice at J.S. Held. She most recently led Atlanta CPA firm Windham Brannon’s Forensic and Litigation Services practice, bringing more than 15 years of experience specializing in forensic accounting. She has conducted fraud investigations for companies of all sizes, ranging from small closely held businesses to Fortune 50 companies and government entities. Her investigations have spanned the globe and include various internal investigations, embezzlement, Ponzi schemes, and asset misappropriation schemes.]

Natalie is a Certified Public Accountant licensed in the state of Georgia and is credentialed as a Certified Fraud Examiner by the ACFE and Certified in Financial Forensics by the AICPA. Most recently, she was appointed as a Board Member of the Governing Board of the Office of Inspector General for the City of Atlanta and elected as a Regent to the ACFE’s Board of Regents.

Special Agent Jessica Nye has worked complex cyber intrusion investigations for the FBI for over 17 years.  SA Nye has served on the FBI's Cyber Squad in Raleigh, NC for the past eight years. Prior to her arrival in North Carolina in 2015, SA Nye spent eight years working in the Baltimore Field Office on their Cyber Squad and two years at FBI Cyber Division Headquarters in Washington DC. She has significant experience working cyber-related matters including computer intrusion investigations, intellectual property (IP) rights violations, theft of trade secrets, economic espionage, crimes against children and other investigations.

James C. Barnacle is a Section Chief in the Financial Crimes Section of Federal Bureau of Investigation,

Shannon K. Manigault serves as the Inspector General of the City of Atlanta.  As the first in an agency created in response to a municipal corruption scandal, Ms. Manigault has worked to build an office to prevent and detect fraud, waste, abuse, and corruption in the City of Atlanta.

Before starting the City of Atlanta Office of the Inspector General, she served as an Inspector General for the New York City Department of Investigation (DOI).  In that role, she was responsible for investigating misconduct in New York City’s Fire Department, Department of Sanitation, Taxi & Limousine Commission, Emergency Management, and Conflicts of Interest Board.  Ms. Manigault led an investigative team as it probed a broad array of criminal misconduct, ranging in topic from bribery and insurance theft to narcotics sales and credit card fraud, and identified and made recommendations to eliminate corruption vulnerabilities.

Before joining DOI, she worked for New York City Council, where she served as counsel to the Committee on Contracts and the Committee on Oversight & Investigations. In this position, she drafted and negotiated legislation concerning New York City’s procurement of goods, services, and construction, and coordinated Council oversight of New York City agencies. Prior to the Council, Ms. Manigault was a litigation associate at Davis Polk & Wardwell LLP, where she conducted internal investigations and represented clients in white-collar defense and regulatory matters.  Before Davis Polk, Ms. Manigault clerked for Honorable John C. Lifland (ret.) in the U.S. District Court for the District of New Jersey.  Ms. Manigault received an AB in Sociology from Harvard College and a JD from Harvard Law School.  Ms. Manigault is admitted to practice in New York, New Jersey, and Georgia, and is a Certified Inspector General.

Mark Ray is an accomplished Cybersecurity professional and former FBI Special Agent with over 20 years of law enforcement and technology industry experience who helps clients investigate and recover from major cyber incidents and fraud events. He also develops strategies and programs designed to help clients proactively defend against advanced cyber threats.

Richard Belcher is an American News Reporter/Anchor that worked for WSB-TV in Atlanta, Georgia. He joined the station in February 1990 with 18 years of broadcast experience. Belcher served at WSB-TV as an Investigative Reporter and News Anchor for Channel 2 Action News. Previously, he was a full-time investigative reporter and nightly news anchor with WAGA-TV for 15 years. Before that, he worked at WXIA-TV and WGST Radio. He graduated from Georgia State University with a BBA in Marketing.

I thought the webinar went well overall. There were some audio issues for one of the presenters. One recommendation I would give is to send an invoice or receipt that shows the participant paid for the CPE. This would be easier to submit for reimbursement purposes.

The sessions were solid and informative. I had an issue on day 2 joining from my laptop. I troubleshot everythign on my end, and it did not seem to be the issue. I joined by phone only, so could not see the slides or the polling questions. I took screen shots of the issues I was having, so I can evidence that. Hopefully you were able to capture my attendance to provide the full CPE credit. I also emailed the moderator about this, and did not hear back. If you can not capture my attendance, I will be asking for a refund of 50% of the cost.

This was my first time to attend. I enjoyed the speakers and the topics but found the technical side of the presentation a bit bumpy. I was able to login successfully but there was no reminder email or a log-in email sent for day 2. Also, a few of the presenters' slide decks were not being used as an integral part of the presentation. Therefore, I thought not having a sound prior to the pop-ups was a bit annoying, as I was listening, but did not feel the need to have to watch every minute as I could not see the presenter. It also seemed that in one session, particularly, the "My CPE" person forgot to send the pop-ups during most of the session, which caused us to lose focus on the topic at hand. Also, just so you are aware, the presenters and moderator could be heard between sessions and the timing of presentation/Q&A/breaks was a bit uneven. All that said, I enjoyed attending and I thought the speakers and the topics were relevant and informative.

This was my first time attending a virtual fraud symposium. The symposium seemed to be well thought-out and organized. I really enjoyed hearing the various protectives of fraud and the many ways in which the presenters tackle fraud.
