Course Description

This course covers both how to deal with Revenue Officers and how the IRS collects payroll taxes. The two are often related, so putting them together makes sense. Revenue Officers are assigned to high-priority collections cases, so knowing how Revenue Officers operate is essential to a tax resolution. Participants will learn about what exactly revenue officers do, how they work their cases, and what the best practices are for dealing with them. When it comes to payroll tax collections, there are some fairly large differences compared to individual tax collections. In the second half of the course, we will cover what makes payroll tax collections different, how the IRS collects payroll tax, the different kinds of penalties, and civil/criminal enforcement.

Key topics:

  • What types of cases are assigned to Revenue Officers and what they  are trying to accomplish
  • Powers of Revenue Officers in terms of enforcement
  • IRS forms used by revenue officers
  • How Revenue Officers work their case and the process they follow
  • Best practices when working a case assigned to a Revenue Officer
  • Differences between individual tax collection and payroll tax collections
  • Trust Fund Recovery Penalty and how it works
