The Fundamental Payroll Certification (FPC) is a certification credential for payroll beginners and service and support professionals in positions requiring payroll knowledge. It is open to all those who wish to demonstrate a baseline of payroll competency.

FPC professional RCH Requirement Overview:

  • 60 RCHs in 3 years.
  • No mandatory Ethics requirement.
  • 100% in Self-Study.
  • Reporting Cycle - Jan 1 of the year after recertification to Dec 31 of the third year after recertification.
  • No carry forward allowed. 
  • Courses must be from PayrollOrg (PAYO)-approved Providers.

  • There is no minimum Ethics requirement for FPC designation holders.

Carry Over Credits :

  • PayrollOrg (PAYO) does not allow Fundamental Payroll Certification to carry excess RCH credits over from the previous reporting cycle.
